About our Speakers
Patrick’s +20 year career has been principally focused in investment banking. Working in London, New York and Dublin with Citigroup/Salomon Brothers, HSBC Investment Banking and AIB Corporate Finance, he has extensive experience providing clients with M&A advisory services, in particular with respect to strategic reviews and significant corporate transactions (public takeovers, IPO/listings, trade sales and acquisitions).
Prior to joining the Central Bank, he was a Director and Board Member of AIB Corporate Finance Limited. He qualified as a solicitor with City-based firm Simmons & Simmons, specialising in M&A.
He joined the Central Bank in 2012 to focus on the resolution of problem credit institutions, where he leads the Special Resolution Unit (SRU). To date SRU has led the resolution of four problem firms in the credit union sector, through High Court approved winding up and transfer orders. In a European context, he leads the expansion of the SRU team to act as Ireland\’s National Resolution Authority (NRA). As NRA, the team will work closely with the Single Resolution Board in Brussels (the new Euro area resolution authority), in enhancing the resolvability of the larger licensed firms domestically in the interests of national financial stability.
Wesley leads the Bank Resolution Planning and Policy Team of the Central Bank of Ireland’s Special Resolution Unit. The team is responsible for the development of BRRD compliant resolution plans for in-scope Irish banks and works closely with the Single Resolution Board both with respect to resolution planning for Significant Institutions and in the implementation of the new European resolution framework.
He joined the Central Bank in 2012 as the Liquidity Policy Manager in the Prudential Policy Division, where he worked on the development of CRD IV, and in particular, the new liquidity requirements.
Prior to joining the Central Bank, Wesley worked in the banking industry for over 13 years, primarily in treasury management positions in Dublin, London, Boston and Luxembourg. He is a graduate from University College Cork where he received a BSc in Finance and has an MBS in Finance from the Michael Smurfit Graduate School, University College Dublin.
